Whitebox operates · T&C Whitebox manages payments
Whitebox B.V. 155412 · OGL/2024/822/0338 · T&C Whitebox HE 419583 authorised payment agent

The licence is clear. Its own documents keep moving the operator line.
The current licence is clear. Corporate-role and document control are not.
ICE Casino's current licence is not difficult to verify.
The Curaçao Gaming Authority certificate for icecasino.com identifies Whitebox B.V., company 155412, as the operator and shows licence OGL/2024/822/0338 as Active. Current ICE Terms use the same Whitebox company and licence identity and describe T&C Whitebox CY Limited as the company managing payments.
Then we opened the Privacy Notice.
It says something broader.
ICE's current Privacy Notice says the Website is “owned and operated by two controllers” and names both Whitebox B.V. and T&C Whitebox CY Limited.
That is not the same corporate-role description as the Terms.
The mismatch does not make the Curaçao licence disappear. The exact-domain certificate is clear. Nor does being a joint data controller automatically make T&C Whitebox a second licensed casino operator.
The useful finding is narrower:
ICE's live legal documents do not describe T&C Whitebox's role consistently.
The localisation files make the document-control problem harder to dismiss as wording alone. An indexed Russian Terms PDF hosted by ICE exposes raw template logic directly in the legal document — {% if %}, {% else %}, {% endif %} — and one branch describes T&C Whitebox as the company managing the site while Whitebox licenses the gambling services. Other current Terms files use the cleaner Whitebox-operator / T&C-payment-agent model.
Then the corporate history changes completely.
Primary European regulator records show that Brivio Limited was associated with icecasino.com as its operator in the 2022 period, while Lithuanian enforcement records connect Ice Casino mirror activity to Brivio Limited and Invicta Networks N.V. in 2023.
So ICE is not simply one company behind one logo for thirteen years. It has a documented historical operating chapter before today's Whitebox structure.
Its age is similarly difficult to compress into one number. ICE's own current site says “We founded Ice Casino in 2013.” V.Partners says Launch year: 2021. The domain itself dates to 2012. Those three dates can describe different events — domain registration, original casino launch and network/commercial launch — but the public pages do not explain the distinction.
The welcome offer has its own documentation drift. The dedicated current promotion says the full €1,500 + 270 FS package requires the enhanced first stage within 60 minutes; miss the window and the standard package becomes €1,500 + 220 FS. Yet the current homepage calls the next standard welcome bonus €1,500 + 270 FS. Another current ICE page still describes bonuses across the first four deposits, while the dedicated current welcome page is explicitly 3 steps / 3 bonus packs / 3 deposits.
Sherlock verdict: ICE has a verifiable current operator and active exact-domain Curaçao licence. The interesting weakness is document control across a long-lived brand: the current Terms and Privacy Notice draw the corporate roles differently, localised legal files expose stale/template logic, public pages disagree on the welcome pack and brand age, and primary records show a different Brivio/Invicta operating era before Whitebox.
The regulator resolves the current gambling operator; ICE's own documents still describe the second company differently.
Whitebox B.V. 155412 · OGL/2024/822/0338 · T&C Whitebox HE 419583 authorised payment agent
Privacy Notice v2.0 · published 29 Jan 2025
The current gambling operator is Whitebox B.V.; ICE's own documents do not describe T&C Whitebox's broader role consistently.
This is the core of the case.
The current Terms model is straightforward:
Whitebox B.V.
→ owns and operates icecasino.com
→ holds OGL/2024/822/0338
T&C Whitebox CY Limited
→ manages payments
→ acts as Whitebox's authorised agent
ICE's Privacy Notice, version 2.0 published 29 January 2025, says:
The Website is owned and operated by two controllers.
It then names both Whitebox B.V. and T&C Whitebox CY Limited.
A company can absolutely be a joint data controller without being the licensed gambling operator. That is not the problem.
The problem is that ICE's Privacy Notice does not merely say the companies jointly control personal data. It says both own and operate the Website.
Meanwhile the Terms reserve that role to Whitebox and give T&C Whitebox a payment-agent role.
Sherlock finding: LIVE ROLE MISMATCH
The regulator resolves the gambling-operator question: Whitebox B.V. is the current exact-domain licensed operator. What ICE has not resolved is its own public description of the second company's role.
A public Terms PDF exposes raw template code and an alternative operator-role branch.
{% if ... %}{% else %}{% endif %}Raw conditional-template syntax is publicly exposed and one branch assigns site operation to T&C Whitebox while Whitebox licenses the gambling services.
ICE Russian Terms PDF — template driftTreat alternate localised role descriptions as document-control evidence, not separate current operator relationships.
The role mismatch is not isolated to two pages.
An indexed Russian Terms PDF hosted on icecasino.com contains raw template instructions inside the public contract:
{% if ... %}{% else %}{% endif %}
One branch describes the site as managed by T&C Whitebox CY Limited, while Whitebox B.V. provides the gambling licence as its parent company.
Other current Terms PDFs say something different: Whitebox owns and operates ICE, and T&C handles payments.
We are not treating every localisation as a separate corporate structure. We are treating this as what it is:
a legal-document rendering and localisation-control problem.
If a casino is going to bind players to translated legal documents, those documents should not expose unprocessed backend template logic or disagree on which company performs the core operating role.
Primary European regulator records establish an earlier Brivio/Invicta chapter without projecting it onto today's operator.
Historical evidence is kept separate from the current exact-domain operator.
Historical enforcement or attribution is not inherited by the current operator without evidence.
Today's Whitebox certificate should not be projected backwards across ICE's entire history.
Primary regulator records show an older corporate chapter.
A Czech Ministry of Finance decision from August 2022 names Brivio Limited in proceedings involving icecasino.com.
A later Cyprus Data Protection Commissioner decision records a complaint by an ICE user and explicitly describes Brivio Limited as the operator of icecasino.com in the February 2022 context.
And Lithuania's gambling regulator recorded Ice Casino-branded mirror sites in 2023 where activity was conducted by:
Brivio Limited + Invicta Networks N.V.
Those records do not mean Brivio or Invicta operate ICE today.
They mean ICE has a verified historical operating structure that predates today's Whitebox certificate.
We have not yet identified the exact agreement, transfer date or corporate event that moved ICE from the Brivio/Invicta structure into the current Whitebox/T&C Whitebox structure.
That remains an open Sherlock lead.
The source claims are real; the event represented by 2021 remains open.
Domain registration is not a casino launch date.
WHOIS history — icecasino.comThe sources likely measure different milestones; Sherlock does not invent one universal launch date.
ICE currently gives us three different age signals.
14 January 2012
Secondary WHOIS history places the domain registration here.
2013
ICE's own current long-form page says: “We founded Ice Casino in 2013.”
2021
V.Partners' current ICE page says: Launch year 2021.
A domain-registration date is not a casino launch date, so 2012 is easy to separate.
The 2013/2021 difference is more interesting. It could reflect the difference between the original ICE brand launch and a later V.Partners/network launch or relaunch. But that is an interpretation, not a fact supplied by either page.
Sherlock status: SOURCE CLAIMS VERIFIED · MEANING OF 2021 OPEN
Same operator, same licence, network and historical roles remain distinct graph edges.
ICE and V.Vegas both sit inside V.Partners.
That alone would only establish a network relationship.
But their legal connection is stronger.
Whitebox B.V. — 155412
OGL/2024/822/0338
Whitebox B.V. — 155412
OGL/2024/822/0338
Both also disclose T&C Whitebox CY Limited HE 419583 in their current structure.
So the relationship is:
ICE Casino ↔ V.Vegas
SAME VERIFIED OPERATOR + SAME LICENCE
That is a much stronger edge than “same affiliate network”.
And this is why we do not automatically add Slotoro to the same group just because Whitebox companies appeared in Slotoro's Privacy Policy. Slotoro's current regulator evidence points to Wiraon B.V., not Whitebox.
Sherlock follows the current evidence, not copied legal templates.
The exact-domain certificate is the source of truth for the current operator and licence state.
The exact-domain Curaçao certificate identifies Whitebox B.V. 155412 under OGL/2024/822/0338. Historical Brivio/Invicta evidence must not be rendered as a current operator edge.
V.Partners currently publishes ICE as one of its brands and gives it a dedicated brand profile.
That verifies:
ICE Casino → AFFILIATE_PROGRAM → V.Partners
It does not prove that V.Partners owns Whitebox B.V. or ICE Casino.

The 270-spin headline requires the first-hour boosted stage; the standard pack in dedicated Terms is 220 FS.
€500 / 1.20 + €500 / 1.25 + €500 / 1.50 ≈ €1,150.00 boosted-route deposits€1,500 × 40 = €60,000 cash-bonus wagering€500 / 1.00 + €500 / 1.25 + €500 / 1.50 ≈ €1,233.33 standard-route depositsICE's dedicated current Welcome Bonus Pack has three deposit stages.

100% up to €500 + 100 FS
125% up to €500 + 70 FS
150% up to €500 + 50 FS
So the free-spin totals are:
Enhanced route: 150 + 70 + 50 = 270 FS
Standard route: 100 + 70 + 50 = 220 FS
To receive all three €500 cash bonuses:
Approximate deposits: €1,150
Cash bonus: €1,500
Cash-bonus wagering at x40: €60,000
The first step becomes €500 at 100%.
Approximate deposits: €1,233.33
Cash bonus: €1,500
Cash-bonus wagering: €60,000
Other current pack conditions include:
Activation: within 4 days of registration
Each stage: available 48 hours after activation
Wagering deadline: 5 days
Maximum conversion: x5 the corresponding deposit
The welcome pack is not available to players from Finland, Japan or Brazil under the checked terms.
Dedicated offer Terms, homepage copy and long-form brand copy describe different standard mechanics.
3 simple steps / 3 bonus packs / 3 deposits
ICE Welcome Bonus PackThe dedicated current promotion Terms are the stronger source for the current pack mechanics.
The dedicated Welcome Bonus page is explicit:
If the first-hour boosted stage is missed, the standard package becomes:
€1,500 + 220 FS
But ICE's current homepage and registration copy say:
Next: standard welcome bonus €1,500 + 270 FS
Both cannot describe the same standard configuration.
And another current first-party ICE page still says new customers receive bonuses on the first four deposits.
The dedicated current offer says:
3 simple steps
3 bonus packs
Make 3 deposits
Our evidence hierarchy here is simple: the dedicated promotion Terms are the stronger source for the current offer mechanics.
Sherlock finding: OFFER COPY DRIFT
The headline is not the only player-impact layer.
ICE's general bonus rules contain a €5-equivalent maximum casino-bonus bet and broad enforcement wording for specified bonus-rule violations.
Those remedies can include cancellation of bonus and real balances and account closure.
That does not mean ICE applies the harshest remedy in every technical violation. It means the contractual discretion exists and should be understood before opting into a bonus.
Withdrawals follow the published same-method rule.
Published Terms versions contain a 20% withholding/payment-cost clause under ambiguously worded low-turnover conditions.
Published Terms versions allow a possible €5,000 per 30-day withdrawal cap under a high withdrawal-to-deposit ratio condition.
up to 30 working days in the highest published band after KYC/approval conditions
ICE marketing uses strong payout language.
Its current site promotes Fast payouts. Its long-form official page says that, depending on amount, payments can be completed in less than five minutes, and it describes ICE as having no maximum withdrawal limits.
The contract contains a different layer of information.
Published Terms versions reserve longer approval windows for larger withdrawals, additional verification, an awkwardly written 20% low-turnover clause, and a possible €5,000 per 30-day withdrawal cap under a high withdrawal-to-deposit condition.
These statements are not necessarily mutually exclusive: a small verified withdrawal may be fast while a large or flagged withdrawal uses a much longer contractual path.
But “fast payouts” is not the same thing as knowing the operator's maximum contractual rights.
Sherlock shows both.
Local regulatory records remain separate from the current exact-domain licence state.

OPEN LEADICE Casino passes the most important first test: the current exact-domain operator and licence are verifiable.
But its history shows why that is only the beginning of an investigation.
The brand existed under a documented Brivio/Invicta structure before today's Whitebox era. Its current Terms and Privacy Notice still describe the Whitebox/T&C relationship differently. Localised Terms expose stale role templates and even raw rendering code. Its public brand-age claims use different starting points. Its current Welcome Bonus copy cannot agree on whether the standard pack contains 220 or 270 free spins — or even whether the welcome sequence has three deposits or four.
None of those findings erase the active Curaçao licence.
They show something more useful:
a mature casino can have a clear regulator record and still have a messy corporate/document trail.
That is exactly the gap Sherlock is built to investigate.
